In almost all States, adoption records are restricted and also withdrawn from open observation after the adoption is concluded. In order to retain the confidentiality of such records, many States have instituted rules by which parties for an adoption are able to get nonidentifying and identifying data out of an adoption chronicle, while still protecting the welfare of all parties.

Nonidentifying data is largely limited to expressive information regarding an adopted person in conjunction with the person's relatives. Nonidentifying data can include the following:
* Race, Ethnicity, Religion, Medical history of the birth parents
* Motive for placing infant
* Educational level of the birth parents including their occupation at the time of the adoption
* Age of their parents and general physical description such as eye and hair color
* Date and location of the person's birth
* Existence of more kids born to each birth parent


Identifying details is considered to be details which may lead to the assured identification of an adopted person, birth parents,. Distinguishing information comprises the current name of the person, however typically also consists of an address or other contact information so that adopted persons and relatives are free to use the information to make plans for personal contact with one another. The laws in nearly each of the States permit the release of identifying particulars only if the person whose description is sought has given sanction to the release.

The first birth certificate is sealed. Provided that an adoption is concluded, a newly written birth certificate for the kid is as a rule supplied to the adoptive parents.
