With virtually all States, adoption records are kept confidential and withheld from unrestricted inspection after the adoption is finalized. In order to keep the discretion of these types of records, numerous States have instituted guidelines by which parties for an adoption may obtain nonidentifying plus identifying information out of an adoption record, while nevertheless shielding the well being of all persons.

Nonidentifying information is generally restricted to explanatory facts regarding an adopted person combined with the adopted person's birth relatives. Nonidentifying info may include the following:
* Age of the birth parents and overall physical particulars such as eye and hair color
* Existence of other children
* Grounds for placing infant
* Date and region of the adopted person's birth
* Educational level of the birth parents along with their occupation at the time of the adoption
* Religion, Race, Ethnicity, Medical history of the parents


Distinguishing particulars is understood to be info that is able to lead to the absolute identification of an adopted person, birth parents, or other birth relatives. Identifying info includes the recent name, but largely also includes an address or other contact information so that adopted persons and relatives can employ the facts to set up close contact with one another. The laws in something like all States permit the discharge of identifying information when the person whose details is sought has give the go ahead to the release.

When an adoption is finalized, a newly made birth certificate for the infant is customarily issued to the adoptive parents. The original birth certificate is sealed.
